Stage 1
The funding requirements for this stage is for the acquisition of an Observatory/Planetarium, and Education Facility in the Darling Downs Region, establishing a regional office in Toowoomba and to secure land assets in excess of 100 acre. Funding Requirements $1.2 million.

Stage 2
Development of a Research Centre, including laboratory, conference room, convention hall and staff accommodation.  Funding Requirements $2 million.

Stage 3
Development of The Epsilon Project, a  satellite community, housing a research institute for R&D of advance technologies.  Funding is yet to be determined.

Stage 4
National and international collaboration of implementation into development policies, including town and national strategic planning.  Promotion and expansion of open technology.
